Conditions of admission

Applicant Profile

International short programs (Pic) are intended for public service executives attached to foreign (non-French) administrations, public companies or assimilated who meet the following criteria:

  • Presented by their administration
  • Holding a master’s degree or an equivalent diploma attesting to at least four years of higher education or, in some cases, in charge of responsibilities that demonstrate an equivalent capacity.

A strong command of the training language – English or French – is required. Certain profiles from the private sector – particularly international organizations – closely related to the topics addressed may also apply, under the same registration conditions.

Registrations

Applicants must first submit their application through the INSP pre-registration portal before submitting their file to the Service de coopération et d'action culturelle (SCAC) of the French embassy in their country of residence. The French Embassy conducts the first evaluation by completing the assessment form included in the application file. If the application is shortlisted, the Embassy forwards it to the INSP for a second evaluation. The French embassy then informs applicants of their admission or rejection.

Self-financed applicants – supported by their administration or through personal resources - are not required to forward their application file to the French embassy, provided they don’t need any Embassy support to obtain a visa. Such applicants must send their file to the following email address: inscription.pic@insp.gouv.fr, so that their application can be exclusively processed by the INSP. It should be noted that the INSP will not be able to provide any support to submit a potential visa application required to travel to France.

To start submitting their application, applicants must click on ‘Apply now’ on the program's description page.

The file to be sent to the embassy must include the following documents:

  • The pre-registration summary uploaded on the INSP portal, including the Participant Needs Form and the Letter of Support from the applicant's administration', duly completed, stamped and signed
  • A detailed CV (in French or in English)
  • A copy of a diploma equivalent to at least a Bachelor degree,
  • A copy of a valid passport or national identity card

The application deadline for each program is indicated by clicking on the link “Apply now”, but the INSP reserves the right to close registrations before that deadline if the capacity to host the training is exceeded. That is why applicants are advised to complete these steps well in advance, as most programs receive more selected applications than there are available places.

Participation in training

Upon receiving notification of admission, applicants must take all necessary steps to ensure their arrival at the INSP on the first day of training course, having completed all arrangements related to their stay in Paris beforehand. Once admitted, applicants must ensure they obtain their visa in time, if required for entry into France, and that the registration fee is paid before the start of the course if self-financed. This also means that applicants must plan to arrive at least one full day before the start of the program. Late arrivals may result in denied participation in the session and forfeiture of any awarded grant. In case of delay, it is essential to inform the INSP as soon as possible. The issuance of a certificate of participation, confirming attendance in the course, is contingent upon the participant's consistent and full attendance throughout the program.

Possible grant and registration fee

The full cost of the training can be funded or paid through one of the following three methods:

  • With a French government grant covering registration fee and/or living expenses. This grant must be requested through the French embassy in applicants’ country of residence by indicating it in the pre-registration file. However, not all French embassies allocate government grants for those trainings.
  • With funding provided by a national or international institution, or by applicants’ administration. Such institution or administration must submit a completed, signed, and stamped Certificate of Payment Commitment to the INSP before the start of the training course. The template for that certificate is provided to applicants upon admission. The funding entity will receive the corresponding invoice upon completion of the training and must process the payment via bank transfer within 30 days of receiving the invoice.
  • With personal resources. In that case, the registration fee must be paid before the start of the training course and within three weeks of being contacted by the INSP. An invoice with payment can be sent upon request. Admitted applicants unable to participate in the training due to a visa denial or another case of force majeure will be reimbursed for the advance registration fee, provided they submit the necessary supporting documents.

The registration fee for participating in an international short program is 1470 euros including all taxes. Please note that the INSP does not offer nor grant neither accommodation. Applicants receiving a French government grant will be contacted by their embassy for this purpose.
