The complex nature of public-sector organizations, as well as socio-economic and technological transformations, represent a significant challenge for managers. Today public leaders must act as strategists capable of dealing with diverse situations in a multidimensional environment. Public administration transformation requires necessary adaptations that must be collectively managed and supported. A department’s efficiency and cohesion rely above all on cooperative teamwork, adaptability to change, the ability to use new digital tools, and transparent yet adapted communication. Managers should also promote collective intelligence and support talent development within their teams to build innovative and high-performing environment. Their primary responsibility, however, is to drive and support staff towards coherent and measurable objectives through a structured strategy.
